Description

Please note this solicitation is not ready to be issued as of this date. The Embassy of the United States in Singapore intends to release the solicitation on the SAM.gov website when it becomes available. — The U.S. Embassy Singapore intends to issue a Request for Quotations (RFQ) for landscaping and grounds maintenance services for U.S. Government properties in Singapore, including the Chancery, the Chief of Mission Residence (CMR), and the Deputy Chief of Mission Residence (DCMR). — Services are anticipated to include routine landscape and garden maintenance, lawn care, pruning, groundskeeping, debris removal, and related horticultural services necessary to maintain exterior areas in a safe, functional, and professional condition throughout the year. — The anticipated contract performance period is one base year with no option periods. The resultant contract is anticipated to be a firm-fixed-price contract. The Government may award the contract based on the initial quotation without conducting discussions. — The contractor shall provide all management, supervision, personnel, equipment, tools, materials, transportation, and other resources necessary to perform the required services. — Offerors should anticipate that contractor personnel may require access to controlled U.S. Government facilities and must comply with all applicable Embassy security procedures and access requirements. — Due to Singapore’s tropical climate and year-round growing conditions, recurring landscape maintenance services will be required throughout the performance period. — The Government intends to conduct a pre-quotation conference. Additional information, including instructions for quotation submission, will be provided in the solicitation upon issuance. — All contractors must be registered in the System for Award Management (SAM) at SAM.gov prior to submission of a quotation pursuant to FAR 52.204-7. — Contractors shall obtain all licenses, permits, registrations, and authorizations required to perform work in Singapore in accordance with DOSAR 652.242-73, Authorization and Performance. Offerors are advised that contract performance in Singapore may subject the contractor and/or its subcontractors to applicable Singapore laws and regulations, including business registration, employment, labor, and tax requirements. The U.S. Government will not assist contractors in obtaining local approvals or resolving host country compliance matters. Offerors are encouraged to independently assess all local legal, regulatory, and tax obligations prior to submitting a quotation. — All responsible sources may submit a quotation, which will be considered by the agency.
