Traditional training methods can be time-consuming and lack the engagement needed for effective knowledge retention. This project will convert an existing training slide deck into a streamlined, high-impact video to better embed key concepts and enhance learner engagement — 2.0 MINIMUM SPECIFICATIONS — The primary objective is to produce a 60-minute training video based on a Government-furnished slide deck. The final product will be a professional, easy-to-understand, and inclusive training tool. — • Develop one 60-minute training video for supervisor and leadership training. — • Use the Government-provided training slide deck as the primary source of information. — • Create a smart, streamlined video that is engaging for the target audience. — • Structure the video into logical sections that correspond with the sections in the training slide deck. — • Incorporate professional voice-over and on-screen captions to enhance understanding and inclusiveness. — • Ensure the final video has a logical structure and is easy to comprehend. — • Ensure the final video has 1920 x 1080 (Full HD) resolution and has optimal video quality of at least 25 fps. — • Ensure the final video has high-quality audio to ensure viewer engagement and retention. — 3.0 DESCRIPTION OF WORK — The contractor shall provide all necessary services to create and deliver a complete, high-quality training video. — • Contractor shall review the Government-furnished training slide deck to understand the content and learning objectives. — • Contractor shall develop a script and storyboard for the video, organizing the content into logical sections that mirror the slide deck. — • Contractor shall create all necessary graphics, animations, and visual elements to produce an engaging video. — • Contractor shall record a professional voice-over for the entire video. — • Contractor shall produce and edit the video to a final length of approximately 60 minutes. — • Contractor shall integrate synchronized captions (closed captioning) into the final video. — • Contractor shall deliver a draft version of the video to the Government representative for review and feedback. — • Contractor shall incorporate Government feedback and deliver the final video file in a standard, high-definition format (e.g., MP4). — 4.0 COMPLIANCE — The Vendor shall comply with all applicable federal, state, local, and county laws, as well as Air Force regulations governing the execution of these services. — 5.0 PERIOD OF PERFORMANCE — The project shall be completed between 1 July 2026 and 30 June 2027. The complete digitization and upload of all records should take no longer than 180 calendar days from the project start date. — 6.0 GOVERNMENT FURNISHED PROPERTY/INFORMATION — 6.1 Government Furnished Items — •Training Content: The Government will provide the complete training slide deck that will serve as the source material for the video. — 6.2 Government Furnished Equipment — • N/A — 6.3 Government Furnished Services — •Consultation: The Government will provide a point of contact to clarify information from the slide deck as needed. — •Review and Feedback: The Government will provide timely review and feedback on the draft video — Regulatory Authority and Acquisition Strategy — This notice is published in accordance with the Revolutionary FAR Overhaul (RFO) 5.101 and 12.201-1 for acquisitions at or below the Simplified Acquisition Threshold (SAT), as supplemented by Department of War (DoW) guidance, including DFARS Deviation 2026-O0003 and 2026-O0028.
